The DEQ anticipates that the Fiscal Year (FY) 2017 Nonpoint Source (NPS) Program Request for Proposals (RFP) will be released in late July. Up to $4.3 million in state and federal funding will be available for nonpoint source control projects that implement priority recommendations in approved watershed management plans. Final funding amounts will be determined through the State and federal budget processes. The application and award process will be similar to previous years (FY16 RFP information available here). We strongly suggest that applicants consult with NPS staff as they work with partners and stakeholders to develop potential projects. To be eligible for funding, unapproved watershed management plans must have been submitted by February 20, 2016 and must be approved by the DEQ on or before July 20, 2016.
Draft guidance documents are available below to facilitate project development and for planning purposes. This information is subject to change. Final information will be included in the full RFP scheduled for release on or about July 20, 2016.
Eligible applicants are limited to nonprofits and units of government that can supply proof of a successful audit at the time of the application. Nonprofits are exempt from taxation under Section 501(c)(3) of the Internal Revenue Code as well as regional planning agencies and Michigan colleges or universities. Units of government include state agencies, county, city, township, and village entities. Entities that cannot provide audit proof will be deemed ineligible. No fiduciary arrangements will be allowed.
Eligible watersheds are watersheds covered by a watershed management plan approved as meeting state and federal guidance.
